Update file controller to serve packs and simfiles

Quota tracking now works. Quota currently defaults to 100 for each user and resets at 00:00 UTC+0 each day.

I think uploading packs is more or less working. I nutted out a few bugs in a lot of places. I suspect there are many more though.
